开发最快？也未必。
运行最快就更谈不上了。

FastCGI挺快，网易的Coremail早期版本，还有我现在用的GMX.net的webmail程
序，是用FastCGI驱动的。不一定是perl FastCGI。但网易webmail早期有个应用
（好像是记事本？）是用Perl FastCGI写的。
